It's difficult to talk about some physical quantities such as mass, force, or time.
It's just like, how do you describe yourself?
You may talk about your name, your weight of 60 kg, or height of 180 cm. However, those are not you. It is your name, but not you. It's about your shape, but not you. So, what is exactly "you"? You may also mention about your characters, your are a kind person, or whatever. Again, this is your personality, not you. That is, it is very difficult to talk about "you".
Therefore, scientists do it alternatively.
We don't talk about the force itself, but the effect when an object is acted by a force. We talk about the acceleration of the object after the force acting on it. We turn or transform these physical quantities into another measurable quantities. We don't talk about the mass itself, but the way to measure it or the consequences when it meets another mass.
(Well, that's operational definition. That's sunyata.)
